Webinar on Proposed Changes to California’s Industrial General Permit!

The State Water Resources Control Board Recently Released Draft TMDL-Specific Industrial General Permit (IGP) Requirements for Dischargers in the California

Please join us at 11:00 a.m. Pacific time on Thursday, February 1st, for an update on proposed amendments to the IGP, which are focused on incorporation of TMDL-specific requirements affecting thousands of dischargers in the State, particularly in Southern California. To meet TMDL Waste Load Allocations, the draft TMDL-specific requirements are proposing to modify the IGP for dischargers within the affected watersheds.  Compliance options have also been incorporated that can benefit dischargers statewide.  Proposed requirements include:

·Lower TMDL Numeric Action Levels (TNALs) for Storm Water

·Stringent TMDL Numeric EFFLUENT Limits (NELs) for Storm Water where exceedances will trigger Mandatory Minimum Penalties

·A new “on-site” compliance option that promotes capture and infiltration or use of storm water as a method to comply with TMDL requirements, and is expanded to include NALs statewide

·An “off-site” compliance option promoting collaboration with local municipalities and watershed management groups

The SWRCB is soliciting public comments on the draft TMDL-specific language NOW, so it is important to understand potential impacts.  We will provide examples of how these more stringent requirements can effect dischargers and an in-depth analysis of the viability of the compliance options.
